Equality Now <a href=\"https:\/\/equalitynow.org\/news_and_insights\/uzbekistans-strides-against-gender-based-violence-strengthened-protections-and-the-path-to-further-reforms\/\" target=\"_blank\" rel=\"noreferrer noopener\">welcomed the adoption<\/a> of this law, which conveys to society that violence against women and children is unacceptable. It reflected some of our recommendations, but there is still room for further changes to ensure better protection for women and girls in Uzbekistan.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>As a result of the Universal Periodic Review (UPR), the Uzbek authorities have committed to making further efforts to combat all forms of violence against women and girls and provide more support to survivors. We welcome the Uzbek authorities&rsquo; acceptance of the recommendations given to them and will continue our work to help the authorities enforce them.<\/p>\n<p><!-- \/wp:paragraph --> <!-- We welcome the Uzbek authorities&rsquo; acceptance of the recommendations given to them and will continue our work to help the authorities enforce them.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>These actions align with the issues raised and recommendations from\u00a0 Equality Now\u2019s<a href=\"https:\/\/equalitynow.org\/resource\/uzbekistan-submission-to-the-un-universal-periodic-review-44th-session-of-the-upr-working-group-of-the-human-rights-council-april-2023\/\"> joint submission<\/a> for UPR in collaboration with eight partners in Uzbekistan sent to the UN in April 2023.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:heading --><\/p>\n<h2 class=\"wp-block-heading\">Working Towards Change: Key Steps Forward<\/h2>\n<p><!-- \/wp:heading --> <!-- wp:paragraph --><\/p>\n<p>Among the principal recommendations accepted by Uzbekistan are<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:list --><\/p>\n<ul class=\"wp-block-list\"><!-- wp:list-item --><\/p>\n<li>\u00a0Including marital rape as a specific offense in the Criminal Code;<\/li>\n<p><!-- \/wp:list-item --> <!-- wp:list-item --><\/p>\n<li>\u00a0Eliminating the exception to the minimum age for marriage;<\/li>\n<p><!-- \/wp:list-item --> <!-- wp:list-item --><\/p>\n<li>\u00a0Enforcement of the prohibition of child marriage;<\/li>\n<p><!-- \/wp:list-item --> <!-- wp:list-item --><\/p>\n<li>Ratifying new human rights treaties to ensure better protection from violence against women and girls<\/li>\n<p><!-- \/wp:list-item --><\/ul>\n<p><!-- \/wp:list --> <!-- wp:paragraph --><\/p>\n<p>\u201cWe welcome that other states made very specific recommendations to Uzbekistan and that Uzbekistan accepted these recommendations, including to make further efforts to combat all forms of VAW. Also, it is very promising that Uzbekistan committed to ratifying new international treaties such as the Istanbul Convention and Optional Protocols to several UN Conventions which, if ratified by Uzbekistan, will allow individuals to submit individual complaints against Uzbekistan to CEDAW, CRC, CRPD, and CESCR,\u201d underlines Equality Now\u2019s Eurasia Legal Advisor<a href=\"https:\/\/equalitynow.org\/staff_members\/dariana-gryaznova\/\"> Dariana Gryaznova<\/a>.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>The UPR is a unique UN mechanism that calls for each UN Member State to undergo a peer review of its human rights records every 4.5 years. Uzbekistan&rsquo;s <a href=\"https:\/\/webtv.un.org\/en\/asset\/k1m\/k1mwmt9ocf\">Universal Periodic Review <\/a>(UPR) took place in November 2023. The UPR allows civil society to provide alternative reports on the human rights situation in the country. During the review, the country\u2019s authorities report on measures taken to improve the human rights situation. Other states make recommendations to the country on how to improve the human rights situation.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:heading --><\/p>\n<h2 class=\"wp-block-heading\">Civil Society Collaboration: Driving Change for Uzbek Women<\/h2>\n<p><!-- \/wp:heading --> <!-- wp:paragraph --><\/p>\n<p>In April 2023, Uzbek civil society organizations \u00ab\u00a0NIHOL\u00a0\u00bb Initiative&rsquo;s Development and Supporting Centre, NGO Civic Initiatives Support Centre, Centre for Scientific, Social, and Humanitarian Initiatives Oila, The Institute for Democracy and Human Rights, NGO \u00ab\u00a0Millennium\u00a0\u00bb, NGO \u00ab\u00a0Istiqbolli Avlod\u00a0\u00bb joined forces with\u00a0 \u00ab\u00a0Equality Now\u00a0\u00bb and <a href=\"https:\/\/equalitynow.org\/resource\/uzbekistan-submission-to-the-un-universal-periodic-review-44th-session-of-the-upr-working-group-of-the-human-rights-council-april-2023\/\">submitted<\/a> a detailed report on the situation of gender-based violence against women and girls in Uzbekistan, with a specific focus on sexual and domestic violence.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Shortly after we submitted our report, Uzbekistan <a href=\"https:\/\/parliament.gov.uz\/ru\/news\/xotin-qizlar-va-bolalar-huquqlarini-himoya-qilish-tizimi-yanada-takomillashtirilmoqda\">made legal amendments<\/a> to protect the rights of women and girls better. We <a href=\"https:\/\/equalitynow.org\/wp-content\/uploads\/2023\/06\/\u0417\u0430\u044f\u0432\u043b\u0435\u043d\u0438\u0435-Equality-Now-\u043e-\u0437\u0430\u043a\u043e\u043d\u0430\u0445-\u043e-\u0434\u043e\u043c\u0430\u0448\u043d\u0435\u043c-\u0438-\u0441\u0435\u043a\u0441\u0443\u0430\u043b\u044c\u043d\u043e\u043c-\u043d\u0430\u0441\u0438\u043b\u0438\u0438-\u0432-\u0423\u0437\u0431\u0435\u043a\u0438\u0441\u0442\u0430\u043d\u0435.docx.pdf\">welcomed<\/a> the adoption of this law, which sends a message to society that violence against women and children is unacceptable. The law reflects some of our recommendations, but there is still room for further changes to ensure access to justice and support services for women and girls in Uzbekistan.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>\u201cEvery step counts in addressing the challenges of combating gender-based violence. We have made great progress. But there is still much work to be done to end gender-based violence,\u201d says Shirin Rashidova, the head of \u00ab\u00a0NIHOL\u00a0\u00bb Initiative&rsquo;s Development and Supporting Centre.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>During the <a href=\"https:\/\/webtv.un.org\/en\/asset\/k1m\/k1mwmt9ocf\">review of Uzbekistan<\/a> in November 2023, representatives of other states voiced a large number of our recommendations, and the Uzbek authorities <a href=\"https:\/\/undocs.org\/A\/HRC\/55\/8\">took the commitment<\/a> to implement them. On 22 March 2024, the 55th session of the UN Human Rights Council <a href=\"https:\/\/undocs.org\/en\/A\/HRC\/DEC\/55\/105\">adopted<\/a> the final outcome of the review of Uzbekistan.<br \/>\nRead
