While some policy commitments exist, such as anti-FGM and child-protection frameworks, delayed legislative reforms and uneven implementation continue to undermine accountability and survivor protection.<\/p>\n<p><b>Key recommendations:<\/b><\/p>\n<ul>\n<li aria-level=\"1\"><b>Prioritise the adoption of a rights-based sexual offences law<\/b>, ensuring the pending Rape, Fornication\/Zina and Related Offences Bill does not criminalise consensual sex or permit forced marriage or family settlements.<\/li>\n<li aria-level=\"1\"><b>Introduce a national FGM ban<\/b> to align with the government\u2019s zero-tolerance policy and strengthen prevention efforts.<\/li>\n<li aria-level=\"1\"><b>Limit the application of customary (Xeer) law <\/b>in rape and GBV cases, ensuring survivors\u2019 rights are upheld through formal justice systems.<\/li>\n<li aria-level=\"1\"><b>Enhance training for police, prosecutors, and judges<\/b> to improve GBV case handling and reduce reliance on customary and traditional resolutions.<\/li>\n<li aria-level=\"1\"><b>Increase allocation of resources for survivor services<\/b>, including shelters, legal aid, psychosocial support, and
