class=\"column\">\n\n                    <p><span style=\"font-weight: 400;\">This joint submission by NGO Center \u201cWomen\u2019s Perspectives\u201d and Equality Now assesses\u00a0 Ukraine&rsquo;s implementation of <\/span><a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/upr\/ua-index\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the third-cycle UPR recommendations<\/span><\/a><span style=\"font-weight: 400;\"> on gender-based violence against women and girls.\u00a0 It recognises progress, including <\/span><a href=\"https:\/\/www.coe.int\/en\/web\/istanbul-convention\/-\/ukraine-ratifies-the-istanbul-convention\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ratification<\/span><\/a><span style=\"font-weight: 400;\"> of the Istanbul Convention and measures aimed at bringing national law into line with international standards, while identifying gaps in gender-responsive implementation, protection and support. It examines domestic, <\/span><a href=\"https:\/\/equalitynow.org\/resource\/submissions\/ukraine-sexual-violence-and-stigmatisation-of-victims-ngo-shadow-report-on-the-implementation-of-the-istanbul-convention-in-ukraine-july-2024\/\"><span style=\"font-weight: 400;\">sexual<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/equalitynow.org\/what-we-do\/end-sexual-exploitation\/tech-facilitated-gender-based-violence\/\"><span style=\"font-weight: 400;\">technology-facilitated violence<\/span><\/a><span style=\"font-weight: 400;\">, as well as heightened risks and barriers linked to the ongoing armed conflict. The submission recommends harmonising laws, policies and practice with international standards, improving investigations, training and data collection, expanding survivor-centred services and ensuring effective access to justice.<\/span><\/p>\n\n                <\/div>\n            <\/div>\n        <\/div>\n\n    \n<\/div>\n\n\n\n<div class=\"two-column-content-block\">\n\n    \n        <div class=\"container\">\n            <div class=\"columns is-multiline\">\n                <div class=\"column is-12-tablet is-6-desktop is-5-fullhd\" data-aos=\"fade-right\">\n\n                                                                    <a name=\"what\u2019s-included-in-the-submission?\"><\/a>\n                    \n                                            <div class=\"title-block\">\n                            <div class=\"outer\">\n                                <div class=\"inner left\">\n                                    <h2>\n                                        What\u2019s included in the submission?                                    <\/h2>\n                                <\/div>\n                            <\/div>\n                        <\/div>\n                    \n                    <p><span style=\"font-weight: 400;\">During the third UPR cycle (2017), Ukraine received and supported recommendations on ratifying international human rights instruments and combating violence against women and girls, including those facing intersecting forms of discrimination.<\/span><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2023\/01\/universal-periodic-review-working-group-examine-human-rights-records-13#_ftn1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> In 2022, <\/span><\/a><span style=\"font-weight: 400;\">at Ukraine\u2019s request and in view of the \u201ccurrent exceptional circumstances,\u201d the Human Rights Council postponed Ukraine\u2019s review until the end of the fourth UPR cycle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nearly ten years after Ukraine\u2019s previous review, this submission provides an update on the implementation of relevant recommendations on violence against women and girls. It recognises important progress, including the ratification of the Istanbul Convention and the adoption of consent-based definitions of rape and sexual violence. However, some recommendations on violence against women and girls remain only partially implemented, with persistent gaps in law, practice, protection and access to justice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The submission&rsquo;s recommendations underscore the need to close persistent gaps in law, implementation, and protection, so that all forms of violence against women and girls, including conflict-related and technology-facilitated violence, are effectively prevented, investigated, and prosecuted, and survivors have access to
