While recent reforms, including criminalising FGM, mark progress, the weakening of justice systems, poor enforcement, and the absence of comprehensive protections leave women and girls highly vulnerable.<\/p>\n<p><b>Key recommendations:<\/b><\/p>\n<ul>\n<li aria-level=\"1\"><b>Accelerate ratification and implementation of the Maputo Protocol<\/b> and withdraw reservations to CEDAW to strengthen women\u2019s rights protections.<\/li>\n<li aria-level=\"1\"><b>Adopt comprehensive national GBV legislation<\/b>, including stronger provisions on domestic violence, harmful practices, and survivor protection.<\/li>\n<li aria-level=\"1\"><b>Prohibit child marriage without exceptions<\/b>, including by amending the personal status laws.<\/li>\n<li aria-level=\"1\"><b>Strengthen accountability for FGM<\/b>, ensuring enforcement of existing bans and scale-up of community-based prevention.<\/li>\n<li aria-level=\"1\"><b>Rebuild justice institutions and service delivery mechanisms<\/b>, prioritising safe reporting channels, survivor shelters, and psychosocial support.<\/li>\n<li aria-level=\"1\"><b>Enhance protection in conflict-affected areas<\/b>, including the
