It supplements Equality Now and <a href=\"https:\/\/www.dignityallianceinternational.org\/\">Dignity Alliance International<\/a>\u2019s 2021 report, <a href=\"https:\/\/equalitynow.org\/resource\/reports\/sexualviolencesouthasia\/\"><i>Sexual violence in South Asia: Legal and other barriers to justice for survivors<\/i><\/a>, by providing a Pakistan-specific analysis of protection gaps, implementation failures and barriers that prevent survivors from accessing justice.<\/p>\n<p><a href=\"https:\/\/www.weforum.org\/publications\/global-gender-gap-report-2025\/\">Pakistan ranks last out of 148 countries in the World Economic Forum\u2019s Global Gender Gap Index (2025)<\/a>, reflecting intersecting discrimination and systemic failures to protect women and girls, including in responses to sexual violence. While the definition of rape under Pakistani law has greatly expanded following amendments to the Pakistan Penal Code in 2021, its understanding and implementation across criminal justice actors include:<\/p>\n<ul>\n<li aria-level=\"1\"><b>Strengthen implementation of rape law reforms<\/b>, ensuring the expanded definition of rape and principles of consent are consistently understood and applied by police, prosecutors and judges.<\/li>\n<li aria-level=\"1\"><b>Address legal inconsistencies related to child marriage<\/b>, including closing protection gaps that undermine safeguards for girls and expose them to sexual violence.<\/li>\n<li aria-level=\"1\"><b>End extra-legal settlements and forced compromises<\/b> in rape cases by enforcing existing laws and holding perpetrators and community actors accountable.<\/li>\n<li aria-level=\"1\"><b>Improve police accountability and investigation practices<\/b>, including mandatory registration of complaints, prohibition of evidence tampering and strengthened disciplinary measures for misconduct.<\/li>\n<li aria-level=\"1\"><b>Invest in survivor-centred medico-legal systems<\/b>, including updated standard operating procedures, increased recruitment and training of female medico-legal officers and timely forensic evidence collection without requiring prior registration of a complaint.<\/li>\n<li aria-level=\"1\"><b>Strengthen prosecutorial oversight and judicial training<\/b>, including capacity building on evidentiary standards, exclusion of past sexual history evidence and elimination of
