The factsheet sets out six minimum standards for laws, policies and mechanisms on digital gender-based violence against women. It starts from the recognition that this violence is part of the continuum of gender-based violence and affects women differently depending on factors such as age, race, ethnicity, sexual orientation, gender identity, disability and territory.
- Intersectionality and effective participation: policies built with women and girls in all their diversity, responding to their specific realities.
- Protect without censoring: measures against digital violence that never become tools to restrict legitimate expression.
- Civil society at the table: survivors and organisations with real influence throughout the policy cycle.
- Taking part without being silenced: guarantees for women to participate safely in public life, without shielding public figures from scrutiny.
- Comprehensive, survivor-centred responses: support, protection and reparation that go beyond criminal law and follow survivors’ needs and decisions.
- Accountable and transparent platforms: proportionate obligations on how platforms amplify, moderate and profit from content, with independent oversight.
