- Ensure the full and effective implementation of the Istanbul Convention, including by harmonising national legislation, policy, and practice with its standards.
- Develop and implement comprehensive policies and protocols for all relevant authorities to ensure a consistent, gender-responsive, victim-centred, and trauma-informed response to all forms of violence against women and girls.
- Adopt a coherent, gender-responsive legal framework addressing technology-facilitated gender-based violence across criminal and civil law, including effective protective and content-removal remedies.
- Ensure rape and sexual violence cases are investigated, prosecuted and adjudicated using context-based assessments of consent, free from gender stereotypes and force-based evidentiary practices.
- Develop specialised safeguards for domestic and sexual violence cases involving military personnel or veterans, ensuring that military status or command structures do not obstruct protection, investigation and accountability.
- Provide mandatory and regular training for police, prosecutors, judges, and other frontline professionals on responding effectively to all forms of violence against women and girls.
- Ensure accessible, adequately funded and specialised protection and support services, including shelters, psychosocial support and legal assistance, particularly for women and girls facing heightened risks due to the armed conflict, displacement or intersecting discrimination.
- Improve the collection and publication of disaggregated data on all forms of violence against women and girls.
