Backlash on addressing inequality in Georgia: Submission to GREVIO for the first  round of thematic evaluation, 6 February 2026

This submission is prepared by Equality Now in consultation with Georgia-based NGOs, experts and women’s rights defenders.  Georgia has experienced a rapid deterioration in human rights and gender equality efforts, including the removal of “gender” from all Georgian laws, weakening national coordination mechanisms and policy measures to address violence against women and  curtailing and sanctioning human rights organizations and defenders. .

Survivors of sexual violence, despite the improvements in the previous years, continue to face significant barriers, including the lack of a consent-based definition of rape, burdensome evidentiary requirements,  insufficient support services for survivors and retraumatising practices during criminal proceedings.

Who’s it for?

  • Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) to help them issue recommendations to Georgia.
  • Legal professionals and policymakers
  • Government institutions
  • Civil society organizations
  • Academia

Key takeaways and recommendations

The submission urges Georgia to:

  • Reinstate “gender” and gender-based frameworks in law and policy and strengthen institutional framework;
  • Repeal restrictive laws targeting civil society organisations;
  • Adopt a consent-based legal definition of rape in line with international human rights standards and ensure gender-sensitive and survivor-centered criminal justice processes;
  • Increase support services for survivors of sexual violence to provide trauma-informed care and survivour centered justice process and forensic evidence collection.
